2015 Annual Meeting Minutes

Harbour Wood HOA Annual Meeting – January 29, 2015

Held at Mukilteo YMCA Family Room

 

The meeting was called to order at 7:00 pm by President Jason Rendon.

Board members Troy Gray and Steve Burns, and Manager Debbie Knapp were also present. 

There were 12 owners signed in and 15 proxies, which made a quorum.

Steve Burns, Secretary, read the minutes of the 2014 annual meeting, which were approved as read. 

NOMINATIONS for Board of Directors – Todd Wallin had been nominated. He was not present, but had sent the manager a statement declaring his willingness to serve on the Board. Jason asked for nominations from the floor. There were none. Todd was elected with a voice vote. Steve Burn’s term was expiring.

OLD BUSINESS:  Jason reported on the difficulty of obtaining a small amount of reflective paint to highlight the letters on the entrance signs to the neighborhood. The only available quantities are 5 gallons or more, which is way too much to purchase for such a small project. He is working with the city to see if there is a way to purchase what is needed from them.

NEW BUSINESS:  the manager gave her report as follows:

  • 15 ACC requests handled
  • 33 Covenant violations letters sent out
  • 50 phone calls
  • 8 miscellaneous letters
  • 12 Escrow transfers
  • Many emails
  • All dues except 2 were paid in 2014. There are 2 homes currently in foreclosure, and 4 homes are for sale.
  • The number of violation letters have been going down every year for the past few years.
  • All taxes have been filed and paid on time.
  • Landscape project: Work continued in the spring on the 4 entrance corners of the neighborhood. We planted native plants and ones we hoped would be hardy. However, who could have predicted the driest summer on record? Since we have no water out in these areas, about a quarter of the plants did not make it through the summer. I have replaced the plants on one of the corners as the budget permitted, and will work replacing the rest as planting seasons and the budget will allow.

 

The budget was presented. There were no questions from the homeowners        

The Board made this announcement: With current legal interpretations of HOA law, our attorney has advised us to update our enforcement policy regarding dues collections. We would change from a single $250 fine for non-payment of dues in May to a $25 per month late fee starting April 1. Also included would be mailing and collection costs. Once we have the policy updated, it will be sent out to the membership for a 30-day comment period, which will probably have a meeting at the end of it to give comment on the policy. Then it will be in force. This change regards dues only, the rest of the policy for other violations will remain the same.           

The manager asked for a new person on the ACC. Karen Womack was interested and Debbie explained the duties to her. She thanked Alan Tapert for his work on this committee. He has been volunteering for several years.

 

OTHER NEW BUSINESS: Several questions were asked by the homeowners. Curt Smith asked if the new owners received a copy of the covenants. The Board answered that yes, they should receive it in escrow or with the title insurance, and a good real estate agent should give them a copy when purchasing the home. 

Karen Womack asked the manager what the violations letters were for. Debbie answered that they were mainly about boats and RV’s parked too long, and yard maintenance required.

Joe Dreimiller asked about cracks in the street from the Verizon FIOS installation and Comcast conduit under the pavement. The Board advised that is an issue for Mukilteo City Public Works Department.

The meeting was adjourned at 7:35 pm.
